Loadout is being removed from the Steam store in Asian territories because it has been licensed to another publisher and developer for Asia. People in Asian territories who already have Loadout will still be able to play on Steam, but it won’t be available to new players in those territories until the Asian version is released. This has no effect on non-Asian territories.
